There are a lot of factors that make a koreaboo. Basically they disrespect the culture and wish or think they are of Korean ethnicity when they aren't. The main thing is disrespect, I think.

As far as I'm concerned koreaboo is someone that admires and consumes korean culture. That includes korean music, food, dramas and so on. It is not necessarily negative and has nothing to do with disrespect.

@nanayashiki in addition to what you said: despite that, it is often associated with negativity. If someone is called "koreaboo" they most likely mean that this person acts like a Korean and wants to become so

A Koreaboo is someone that is borderline obsessed with Korean culture, and they think all of Korea is amazing. Some koreaboos do not respect Korean culture and norms. They don't see the negatives and the positives.
As for myself, I really like Korean music, culture, and food, but I don't think Korea is the best place on the planet. It has its downsides like every other place. (I still love it, though. :))
